CELEBRATING THE LEGACY OF STEVE ARVESCHOUG: A TRANSFORMATIONAL LEADER IN ECONOMIC DEVELOPMENT

 

Billings, MT – After 16 and a half years of dedicated leadership at Big Sky Economic Development (BSED), Executive Director Steve Arveschoug will retire in April 2025, leaving behind a legacy of transformational economic impact in Yellowstone County, across the state and our region.

Steve’s career in public service and economic development spans decades, marked by a steadfast commitment to strengthening communities, building partnerships, and driving sustainable growth. Prior to leading BSED, Steve served as the Executive Director of the Historic Arkansas Riverwalk of Pueblo, where he played a key role in revitalizing downtown Pueblo, Colorado. He also served as a Colorado State Representative and as General Manager of the Southeastern Water Conservancy District, leading critical water infrastructure projects.

Since taking the helm at BSED in 2008, Steve has spearheaded initiatives that have positioned Yellowstone County as a hub of economic opportunity. His leadership has been instrumental in:

  • Strengthening workforce development – Establishing BillingsWorks, a collaborative initiative that connects industry and education to address workforce needs.
  • Supporting businesses through crisis – Partnering with public health and business leaders to develop the Open and Safe initiative during the COVID-19 pandemic.
  • Driving transformational economic projects – Negotiating the transition of the GE Capital building to Zoot Enterprises, securing investments like Coca-Cola’s $70 million manufacturing expansion, and bringing Amazon to Billings.
  • Advancing entrepreneurship – Leading the vision and launch of Rock31, an entrepreneurship and innovation hub.
  • Expanding healthcare and education – Spearheading efforts to bring Montana’s first four-year medical school, the Montana College of Osteopathic Medicine (MCOM), to Billings, a $67 million private investment.
  • Enhancing long-term economic tools – Establishing the TEDD and Opportunity Fund, key resources that continue to drive business attraction and expansion.

Beyond these accomplishments, Steve has been recognized for his leadership across Montana and beyond. He is a past president of the Montana Economic Developers Association (MEDA) and a recipient of the Anthony Preite Economic Development Champion Award. His career has been defined by collaboration, integrity, and a deep commitment to the people and communities he has served.

As Steve prepares for retirement, his legacy will continue through the strong foundation he has built at BSED and the many professionals he has mentored along the way. His impact will be felt for years to come.
