Billings City Council members serve four-year terms and are limited to two consecutive terms. Council members must reside within the Ward from which they are elected and must be qualified voters of the City of Billings. Christina Volek is the City Administrator. The position of City Administrator was created by the city’s Charter which was adopted by voters in 1976. The City Council appoints and may remove the City Administrator. The City Administrator executes the policies established by the City Council and administers the affairs of the City consistent with the City Charter.
